The following pattern is my original design.

MATERIALS:
Red Heart Super Saver Yarn (4 ply worsted weight yarn)
Small amount of 2 colors
Hook Size H
Stitches: ch, sl st, sc, sc dec.
Difficulty: EASY/MEDIUM
R1: Ch 5, sc in 2nd ch from hook. Sc in ea rem ch. (4sc) Ch 1, turn.
R2: (Sc dec 2 tog) twice. Ch 1, turn. (2 decreases)
R3: Sc in ea st. (2sc) Ch 1, turn.
R4: 2sc in ea st. (4sc) Ch 1, turn.
R5-8: 2sc in first st. Sc in ea st across to last sc. 2sc in last st. Ch 1, turn.
R9-11: Sc in ea sc, ch1, turn.
R12: Sc dec 2 tog, sc in ea st across to last 2 sc. Sc dec 2 tog. Ch 1, turn.
R13: Sc in ea st, ch 1, turn.
R14: Rep R12
R15: Rep R13 (6 sts)
R16: Rep R12 (4 sts)
BORDER: Sc evenly around entire balloon, placing 3 sc in the first and last stitch on R1.
FASTEN OFF.
FINISHING: Using the photo as a guide, tie two strands of yarn into a bow around the balloon.
